PRESIDENT John Dramani Mahama has sworn in the five-member Independent Fiscal Council to help strengthen Ghana’s economy and promote discipline in the management of public finances.

The Council was established under the Public Financial Management (Amendment) Act, 2025 (Act 1136), with a mandate to scrutinise government spending, monitor debt sustainability and promote transparency and accountability in the management of public resources.

Speaking at the swearing-in ceremony, President Mahama said fiscal responsibility must go beyond being a legal requirement, describing it as a moral obligation to both present and future generations.

He urged members of the Council to carry out their duties independently and base their decisions on evidence and the national interest, without political bias.

The President expressed the expectation that the Council would contribute to restoring public confidence in Ghana’s fiscal management and help ensure that government resources were used responsibly.

The members of the Independent Fiscal Council are:
Dr Emmanuel Oteng Kumah – Chair and International Economic Consultant;
Dr Henry Kofi Wampah – Former Governor, Bank of Ghana;
Prof. Patrick Opoku Asuming – University of Ghana Business School;
Leslie Dwight Mensah – Think Tank Representative;
J. Kweku Bedu-Addo – Public Policy Expert.

The establishment of the Council forms part of efforts to strengthen Ghana’s public financial management system and promote fiscal discipline.
