
PROFESSOR Kwesi Aning, Director of the Faculty of Academic Affairs and Research at the Kofi Annan International Peacekeeping Training Centre, has called on local assemblies to ensure that the money they collect is matched by quality services for the people.
Speaking at the launch of the La Dade-Kotopon Municipal Assembly’s (LaDMA) Long-Term Development Plan, Prof. Aning shared a personal experience, saying that although he pays GH¢15,000 annually in property rates, he still had to build his own gutter, install streetlights, and manage his waste.

“We must link revenue generation directly with the quality of services we receive,” he stressed, urging more accountability and fairness from local authorities.
Prof. Aning also praised a recent book by LaDMA’s Municipal Director, Daniel Nkrumah, for highlighting the importance of combining modern governance with traditional leadership. He described this blend as “hybrid governance” and said it is crucial for community development.

He added that while some citizens may not feel strongly connected to the constitution, many still deeply respect the voice of their traditional leaders.
“No country has developed by turning its back on culture,” he said, urging continued support for traditional governance as part of national progress.
