
THE DISTRICT Chief Executive (DCE) for Upper Manya Krobo, Hon. Emmanuel Kwesi Lawer, has recovered GH¢67,900 allegedly embezzled by three staff members of the District Assembly.
Barely two months into office, the DCE uncovered discrepancies in the Assembly’s Internally Generated Funds (IGF). Following an internal audit, the District Finance Officer (DFO), Accounts Officer, and Revenue Superintendent were identified in connection with the missing funds.
On July 15, 2025, Hon. Lawer invited the officers to his office and demanded the return of three GCR booklets linked to the case. When the DFO refused, the DCE locked them in his office and called the police.
The bold move led to a full recovery:
– Revenue Superintendent refunded GH¢5,800
– Accounts Officer returned GH¢27,600
– DFO paid GH¢34,500 the next day from his personal account
All funds have since been deposited into the Assembly’s account, whilst investigations are ongoing.

Hon. Lawer pledged zero tolerance for corruption and announced a full audit to recover any further losses. He thanked President John Mahama, the Local Government Ministry, NDC executives, and stakeholders for their support in ensuring competent leadership at the local level.
