
HIS EXCELLENCY President John Dramani Mahama has unveiled an ambitious framework for decentralized governance as he launched the orientation workshop for Metropolitan, Municipal and District Chief Executives (MDCEs) over the week under the next NDC administration.
The orientation, held under the theme “Empowered Local Governance for Inclusive Development,” laid out a few strategic pillars to guide MDCEs in driving transformative development at the grassroots level.
Key directives and expectations:
- Community-Centric Collaboration – MDCEs must work closely with local communities and stakeholders to ensure participatory governance and impactful development.
- Alignment with Government Agenda – Assemblies are to liaise effectively with party structures to ensure the smooth implementation of the national development agenda at local levels.
- Medium-Term Development Planning – All MMDAs are expected to adopt structured, time-bound development plans that reflect the unique needs of their districts.
- Sanitation as a Priority – Each MMDA must form a dedicated Sanitation Task Force, while also taking over direct tendering processes to improve waste management and accountability.
- Legal Strengthening – By-laws and environmental regulations are to be reviewed and enforced rigorously to combat filth and promote a cleaner Ghana.
- Operational Autonomy – MDCEs will receive full administrative autonomy to act swiftly and decisively in line with their development mandates.
- Decentralization of Education – The Ghana Education Service (GES) will be decentralized to allow MDCEs greater control over basic education delivery in their jurisdictions.
- MDCEs as Agents of Hope – Assemblies must serve as visible beacons of integrity, performance, and hope within their communities.
- Inclusive Governance – Emphasis was placed on participatory decision-making, with the call for assemblies to open up space for civic engagement and collective action.
President Mahama stressed that the NDC’s future government will prioritize empowerment of local authorities, transparency, and citizen-focused service delivery as a core pillar of national development.
