
GOVERNMENT of Ghana has signed a 2.12 million (¥323 million) grant agreement with the Government of Japan to support the Human Resource Development Scholarship (JDS) Programme.
This initiative aims to enhance the capacity of Ghana’s public sector by providing postgraduate study opportunities in Japan.
The agreement was signed by Hon. Dr. Cassiel Ato Baah Forson, Ministry of Finance, on behalf of Ghana, and Mr. Naoki Ando, Senior Vice President of the Japan International Cooperation Agency (JICA), representing Japan.

Under the JDS Programme, 13 Ghanaian public sector officers will pursue master’s and doctoral degrees in fields such as economics, public administration, public health, and international relations at prestigious Japanese universities.
Since its inception in 2012, the JDS Programme has benefited 117 Ghanaian officials, with 90 having completed their studies. The programme is designed to equip young government officials with the expertise needed to formulate and implement social and economic development plans, positioning them as future leaders in Ghana.

Hon. Dr Ato Forson expressed appreciation for Japan’s continued support, highlighting the positive impact of the scholarships on Ghana’s public sector capacity building.
Mr. Ando reaffirmed Japan’s commitment to its partnership with Ghana, emphasizing the importance of human resource development as a driving force for national progress.

He praised the dedication and competence of Ghanaian students, expressing confidence in their contributions to Ghana’s development upon completion of their studies.
The JDS Programme is part of Japan’s broader support for Ghana, which includes approximately $2.5 billion in aid to key sectors such as infrastructure, healthcare, and economic policy over the past five decades.
