
IN A SIGNIFICANT endorsement of Ghana’s leadership on the continental stage, Finance Minister Dr. Cassiel Ato Baah Forson has been appointed as the Returning Officer for the African Development Bank (AfDB) presidential election held on May 30, 2025.
The election, convened to select a successor to outgoing President Dr. Akinwumi Adesina, featured five candidates from across Africa vying for the prestigious role.

As Returning Officer, Dr. Ato Baah Forson was tasked with ensuring a transparent, credible, and orderly election process in accordance with the Bank’s electoral rules.
Expressing his sentiments on social media, Dr. Ato Forson stated, “I am overwhelmed to be honored with the appointment as the Returning Officer for the presidential elections of the African Development Bank.”
Dr. Ato Forson’s appointment underscores his extensive experience in finance and governance. Prior to his current role, he served as Deputy Minister for Finance and has been a Member of Parliament since 2009, representing the Ajumako-Enyan-Esiam Constituency.

His academic credentials include a Ph.D. in Finance from Kwame Nkrumah University of Science and Technology and a Master of Science in Taxation from the University of Oxford.
This role at the AfDB adds to Dr. Forson’s growing portfolio of international engagements, reflecting Ghana’s increasing influence in continental financial institutions.
