REPORTS HAVE emerged alleging that Alexander Kwamena Afenyo-Markin, the Member of Parliament for Effutu who doubles as the Minority Leader of Parliament, has acquired a portion of land belonging to the Ghana Police Command and Staff Training School in Winneba.
The development has raised concerns about the fate of the institution and accusations of state land capture.
University Land Grab Allegations Resurface
This controversy follows similar claims of land encroachments involving the University of Education, Winneba (UEW). A significant portion of UEW land has allegedly been sold to members of the ruling New Patriotic Party (NPP) in Winneba.
Efforts by the university to reclaim these lands have reportedly been met with resistance, including incidents where national security operatives allegedly assaulted university security personnel attempting to intervene.

The latest allegations suggest that Afenyo-Markin has constructed a massive mansion on the land originally designated for the Police Training School. The mansion, described as potentially overshadowing the Jubilee House, occupies an area previously used for firearms training.
This development has reportedly rendered the site unusable for training exercises over the past four years, significantly affecting the institution’s operations.
Collapse of Training School Activities
Insiders claim that requests to conduct short courses at the training school have been consistently declined by the police administration in Accra. This has fueled speculation of a deliberate effort to render the school redundant, paving the way for a complete takeover of its land.
