
THE CHAIRMAN of Parliament’s Defence and Interior Committee, Hon. James Agalga, has categorically dismissed allegations made by former National Signals Bureau (NSB) Director General, Kwabena Adu-Boahene, suggesting that the committee received GH₵960,000 in bribes to facilitate the passage of the National Signals Bureau Act, 2020 (Act 1040).
In a statement issued on Sunday, Hon. Agalga, who served as the Ranking Member of the committee during the enactment of the legislation, described the claims as “baseless” and “an act of desperation.”
He stressed that at the time the Act was passed, the NSB had not yet been established, and therefore, no funds could have been disbursed by the agency.
“It is not possible that [Adu-Boahene] could have facilitated the passage of the said Act by paying monies to the Defence and Interior Committee,” Agalga stated. “He became Director General long after the passage of Act 1040 and could not therefore have drawn monies from the accounts of an agency which was not even in existence.”
Agalga further clarified that during the legislative process, the committee engaged exclusively with the then Minister for National Security, Hon. Albert Kan-Dapaah, and the late National Security Coordinator, Mr. Joshua Kyeremeh. He noted that Adu-Boahene was introduced to the committee only in April or May 2021, well after the Act had been enacted.
The former NSB Director General is currently facing multiple charges, including embezzlement and fraud, following allegations that he diverted approximately GH₵49 million in state funds into personal accounts under the pretense of procuring a $7 million cyber defense system.
Investigations by the Economic and Organised Crime Office (EOCO) revealed that only a fraction of the funds was transferred to the intended Israeli contractor, with the remainder allegedly used for personal investments and undisclosed transactions.
Agalga concluded by asserting that Adu-Boahene’s accusations are an attempt to deflect attention from his legal troubles and urged the public to disregard the unfounded claims.
