DR. CASSIEL BAAH Ato Forson, Ph.D., MSc, BSc, ICA (Gh), FCIT (Gh), is a distinguished economist, chartered accountant and tax practitioner with an impressive career spanning over two decades.

Dr. Ato Forson has gained a sterling reputation for his expertise in macroeconomics, fiscal policy, tax policy and administration, finance and business management. His deep understanding of Ghana’s economy positions him as a leading figure in both public and private sectors.
He is an Oxford-trained tax professional, having earned a Master of Science degree in Taxation from the University of Oxford, UK. He is also a Fellow of the Chartered Institute of Taxation in Ghana. Adding to his academic credentials, he holds a Bachelor of Science degree in Accounting from London South Bank University, and is a member of the Institute of Chartered Accountants, Ghana (ICAG).
Furthermore, he obtained a Ph.D. in Finance and a Master of Science degree in Economics from the Kwame Nkrumah University of Science and Technology (KNUST), Ghana.
Representing the Ajumako Enyan Essiam Constituency in Ghana’s Central Region since 2009, Dr. Forson has been a key figure in Ghana’s legislature. His parliamentary career includes serving as the Minority Leader and Ranking Member of the Finance Committee of Parliament for six years.

Between 2009 and 2013, he contributed to the Finance Committee of Parliament and served as Vice Chairman of the Committee on Foreign Affairs.
From April 2013 to January 2017, Dr. Forson served as Deputy Minister for Finance for the Republic of Ghana. During this period, he played pivotal roles in negotiating Ghana’s IMF Extended Credit Facility (ECF) Programme in 2015 and spearheading the introduction of the Public Financial Management Act, 2016 (Act 921).
He also served on the boards of the Bank of Ghana and Ghana Cocoa Board (COCOBOD) and was an alternate governor to the International Monetary Fund (IMF).
Dr. Forson’s efforts were instrumental in shaping Ghana’s economic policies, particularly in areas such as budget preparation and implementation, medium-term expenditure frameworks and external resource mobilization. His leadership has had a lasting impact on public financial management and debt management.
Currently serving as the Majority Leader and Leader of Government Business in Parliament, Dr. Forson continues to demonstrate exceptional leadership and a commitment to economic growth and fiscal stability.
